The following is a list of our representatives abroad.

With reference to Propaganda - the only bureaux working at present are those in Paris and in the U.S.A. directed by S. T. [O'Ceallaigh] and H. B.[oland] That in Berlin is not yet fixed up. There was some sort of Committee acting under the control of Count O'Kelly in Fribourg, but as the Count has now gone to Antwerp this is being conducted by S. T. I do not know what the scope of the work was and I am awaiting reply from Sean T on the matter. The propaganda in Rome consists mostly of attempts on the part of G.[avan] D.[uffy] to correct the British propaganda. In Spain Miss O'Brien has been working unofficially in Madrid at Press propaganda. Sean T. recommended that she be appointed to run a Bureau but in his latest letter he says he is awaiting G. D's report on Spain before he does anything. In Denmark Mr Gearoid O'Loughlin has been doing some Press Propaganda unofficially. He was recommended for the appointment in G. D's report, but since that Sean T. has written to say that there is interference on the part of the police. In Genoa Mr Hales manages to get publication for a good many articles and contributions but this is outside the scope of his work and it might be well to consider the running of a bulletin from Rome for all Italy. I have not yet heard if Count O'Kelly has arrived in Antwerp.
