Dear Sir,

I am instructed by the Irish Delegation to request you to be good enough to inform your Delegation that after careful consideration of the position reviewed at the meeting of the heads of the Commonwealth delegations this afternoon it has been definitely decided to proceed with our candidature for a seat on the Council. The Irish delegates believe that this step will serve the best interests of the Dominions and they hope that their candidature will meet with the support of your Delegations.
