My despatch 197.¹ President yesterday in press conference indicated there would be no change in zone as a result of our protest. He had sympathy with neutral countries but protection of lives and ships of nationals was first consideration. He indicated also transfer to Panama or any American country would be barred because it would be unfair to put sister republics in a different position from United States. Asked if ships could be transferred to Irish registry President smiling said a good offer might be considered. Sanction has been given to transfer of several ships to register of Norway and other countries.
