Your telegram 177.1 Commins saw S.[weeney] last night Friday. While employed S. has not been following developments closely for some time past. He thinks decision was probably based on opinion in State Department that Ireland's necessary supplies are for development purposes rather than relief and that Administrator accepted State Department's view. He will try to get definite information Monday. Last sentence of your telegram 177 greater part aid this quarter is by way of grant. Please see my telegram 178.2
