As I am just about to start my official visits to the members of the Diplomatic Corps, having completed my visits to the members of the German Government etc., I shall be glad to have immediate instructions as to whether I am to call on the Russian Ambassador, whose name figures very early in the list. I understand that the Minister stated in the Dáil that we had no diplomatic relations with the Russians. I know that neither the British nor the American Ambassadors have called on the Soviet Representative.
