The enclosed cutting from the New York World¹ is an indication that manoeuvres have already been set in motion at Geneva to prevent the election of the Saorstát to a seat on the League Council next September. It is evident that in certain circles the candidature of South Africa would be received with more favour than that of the Saorstát. It would also appear from the 'World' despatch that efforts have been made to create the impression that the Saorstát does not want the seat that is to be vacated by Canada and that, consequently, she is not likely to have the support of the other States of the Commonwealth.

Knowing Johnson, the author of the despatch referred to, I am inclined to think that he got his news 'confidentially' from some member of the Information Section of the League, who was told off especially for the purpose. Efforts should, if possible, be made at Geneva to find out the source of the information.
