With reference to your letter 109/B/30 of the 27th January¹ on the question of canvassing your colleagues for the support of their governments at the election to the Council, I am directed to inform you that we learned through the Minister at Berlin that the sending of letters would be regarded there as a breach of diplomatic etiquette.

In view of the fact that you have already addressed letters to your colleagues there is, as you point out, a danger if you depart from this practice, that the omission may cause comment.

The Minister is, of course, anxious to avoid doing anything that might cause adverse comment, but if you are satisfied that as far as Paris is concerned your action is in order, you may continue if you think fit to address letters to your colleagues.
