With reference to my letters of Sunday and Monday (7th1 and 8th2), there is no certainty yet so far as we can gather that Portugal is authorised by her Govt. to go forward. At the British dinner tonight it was learned that Britain is to vote for (1) us (2) Norway (3) Guatemala. The situation re Portugal is still difficult in view of the support of the S. American States. But for that our line wd. be quite clear. However the delay which we managed to impose on the development of the situation is all in our favour, but of course now that our delegates are here we must come up definitely against the situation. We have a good line I think which I shall report upon tomorrow. This is just a hurried note.
