Have again been avoiding trouble and commitments regarding Portugal though position still delicate in view of South American antagonism to Norway. Delegation fully share views expressed in your telegram. Council election now proposed for Wednesday 17th September.

The international network of Editors of Diplomatic Documents was founded in 1988. Delegations from different parts of the world met for the first time in London in 1989.
