Dáil and Seanad yesterday approved ratification Naval Treaty. Please inform State Department that ratification formalities will be completed without delay. Every effort had been made by government to secure agreement of political parties to proceed with ratification before meeting of Oireachtas but without success. Request of 9th October was made in order to strengthen government's hands with parties. Please explain to State Department and apologize for absolutely unavoidable delay.
