You may be interested to see copy of despatch regarding ratification of Portuguese Treaty.1 The Executive Council authorised the sealing of this document with the Great Seal of the Irish Free State.2
The Dept. of External Affairs has, however, taken a second fence in this despatch, in so far as they have sent the instrument of ratification to the High Commissioner for presentation to the King. This is an innovation in procedure.
