With reference to my telephone conversation this morning with you I enclose a record of my conversations with other representatives on the Council up to 11 a.m.1 I note that no declaration should be made by me on the subject. It was in view of the very special relationship between the Saorstát and the United States and the fact that a direct diplomatic démarche had been made by Mr. Gilbert on the instructions of Mr. Stimson that I telephoned to you so early this morning.
I shall report further this afternoon.

The international network of Editors of Diplomatic Documents was founded in 1988. Delegations from different parts of the world met for the first time in London in 1989.
