51. After hearing many speeches today and having regard to changed situation as well as atmosphere here both agree I request authority to make careful statement in general discussion emphasising principle of Covenant Articles ten and twelve and Pact of Paris avoiding pre-judgment of merits of dispute. Decision on Wednesday or Thursday may be too late as general discussion will have ended. Our contribution on the line suggested appears to be necessary.
