104. Please convey the following message from me to the Secretary of State:

TEXT BEGINS

On assuming office as President of the Executive Council and as Minister for External Affairs of the Irish Free State I wish to assure you of the desire of my colleagues and myself to maintain and foster by every means the most friendly relations between the Irish Free State and the United States. In no other country have so many of our exiles found a home and from no other country has our struggle for freedom received so much help and sympathy.
