I am directed by the Minister for External Affairs to give you a résumé of the instructions received by you from him during Friday's conversation. The Minister wishes you to adhere strictly to the résumé?,and to use the ipsa verba. For that purpose it would be useful if you took a full note of the instructions so as to be able to refer to it while talking to Mr. Thomas. Having carried out your instructions in this manner, you are at liberty to enlarge on the arguments at your discretion. The following is the résumé:-
