In my previous letter to you I made it clear that I regarded the whole affair as unfortunate and regrettable and one that should not have been permitted to occur. Further than this I am unable to go.

The international network of Editors of Diplomatic Documents was founded in 1988. Delegations from different parts of the world met for the first time in London in 1989.
