Geneva, 8 April 1933

With reference to your letter (27/30) of the 4th April,1 concerning the proposed embargo on arms for Peru, I beg to inform you that in the discussions it was made perfectly clear to the other Members of the Committee that Ireland was not a manufacturing country and could only contribute her moral support to the proposal.

With regard to your last paragraph, I think you may have overlooked the fact that the Irish Representative was President of the Committee which had the responsibility of making proposals to the Council, and that this was a situation in which it was quite impossible to combine that responsibility with too2 much national modesty.3
