With reference to my conversation this morning with Mr. O'Donovan regarding the letter received by Mr. Dulanty from Mr. Hemming, the Secretary of the International Committee for the Application of the Agreement regarding Non-Intervention in Spain, with which was enclosed the minutes of the Committee's Sub-Committee (N.I.S. (36) 170), I am directed to inform you that you should reply to the Secretary of the committee that the government of Saorstát Éireann agree in principle with the scheme for the supervision of aircraft entering Spain by air and that they also agree to the despatch to the two parties in Spain of the plan for the supervision of the importation of arms and war material into Spain at the principal points of entry by land and by sea. They further agree to the plan for the supervision of the importation of arms and war material into Spain being communicated to the two parties in Spain even if it is not possible immediately to secure agreement on the plan for the supervision of aircraft.
You should point out to the Secretary of the Committee that the agreement in principle of the Government of Saorstát Éireann for the establishment in Spain of a system of supervision is conditional upon the consent of the two parties in Spain to such a course. It is also to be understood that the acceptance in principle of the plan for the establishment in Spain of a system of supervision does not involve the Government of Saorstát Éireann in the acceptance of the financial provisions set out in the paper N.I.S. (36) 147.
