I am directed by the Minister for External Affairs to inform you that he intends to give the attached instructions to the High Commissioner in connection with the renewal of the Coal-Cattle Pact.
It will be seen that the instructions are identical with the suggestions made by the Minister for Industry and Commerce at today's Council Meeting1 with the exception of (v), for which the Minister for External Affairs has substituted 'If the occasion arises and the suggestion comes from the British side, the question of a general trade agreement and financial settlement will be examined by the Government here'.2
