The question of what alteration, if any, should be made in the External Great Seal and its associated Seal, the Signet Seal, in connection with the coming into operation of the new Constitution, was considered.
Decision in the matter was left to the President.

The international network of Editors of Diplomatic Documents was founded in 1988. Delegations from different parts of the world met for the first time in London in 1989.
