With reference to your minute (S.S. 27/6) of 7th inst.,1 I should be glad if you would be good enough to forward the text of the neutrality Decree published in the 'Boletin Oficial' on the 5th September. If the Decree is not too long, perhaps you could furnish us with a translation of it.
It will be very useful if you can arrange to report fully from time to time on Spain's neutrality policy and the legislative and other measures taken to give effect to it.
If there is an official censorship in force in Spain, we would be interested to know the details of its application to the official telegraphic and postal correspondence of the diplomatic missions.
