If you did not inform them in writing do so immediately and insist on written acknowledgment very urgent cable text of acknowledgment. Follow neutrality debate very closely and make sure no step taken by State Department ignoring our neutrality by implication or otherwise. Watch in particular delineation of belligerent areas in relation to trading. This whole matter is of gravest importance for us.
