At the meeting of the Govt. held on the 3rd April, 1940, it was decided that Mr. Dulanty should make an oral communication to the British Government on the lines of the draft despatch dated the 29th March, 1940, (copy attached)1 and that this procedure should be adopted in lieu of the issue of a despatch. The suggested Heads of Arrangement with the British Government circulated during the meeting by the Minister for Supplies were provisionally approved.2
