My telegram 42.1 Under Secretary of State states German Minister at Dublin has been instructed to convey German attitude to you.2 He informs me that Germany wishes that we maintain our strict neutrality and that we may count with absolute certainty on no violation by Germany though increased naval operations may unavoidably affect us adversely.
