Comment as follows made to me regarding telegram from Secretary General:
Resignation of complex history, finally the result of French instruction. They wish to remain in the League but desire Avenol to resign. The higher officials now number four, including Lester and three in charge of technical Departments. There was difference on policy recently between Avenol and senior colleagues. Latter wished to avoid political complication. Mr. Lester prefers to go but urged from many sides to remain. Probably eight technical officials going to U.S.A. soon. I suggest a reply acknowledging receipt and expressing regret at notification of resignation.
