Your 134.¹ Enquiries of German Air Force do not give any reason to believe that German aeroplane was over Irish territory and dropped bombs 26th August. It appears, however, from information received from German Minister at Dublin that bombs dropped in Campile bore German markings. In the circumstances, it is possible that bombs were dropped by German aeroplane owing to bad visibility that day; pilot might have been wrongfully under the impression that he was over the West Coast of England. Accordingly Under Secretary of State Woermann authorized to express regret of German Government for incident. He requests that regret(s) also be conveyed to relatives. Compensation will be paid, method to be discussed later. German Government request they be consulted as to text of any communiqué to be issued.

Woermann emphasized that this attitude shows great consideration and is concession on their part.
