DRAFT TRADE AGREEMENT WITH GREAT BRITAIN
Consideration was given to a memorandum, dated 19th September, 1940, entitled 'Observations on the Heads of Proposed Agreement with Great Britain' submitted by the Department of Finance.1
It was agreed that the proposed Trade Agreement is not acceptable and it was decided that a draft communication to the British Government should be prepared accordingly by the Department of External Affairs in consultation with the other Departments concerned intimating that the request for transhipment facilities cannot be entertained and making observations where appropriate on other matters referred to in the proposed Agreement.
