Laval-Pétain reconciliation surprising and not inherent in what was understood to be taking place over the past three weeks. It was generally believed his return was demanded by the Germans (see my telegram 408)1 but that Pétain conceded on that point. On the other hand, departure of certain Ministers opposed to Laval (see my telegram 395)2 was considered likely so as to give the Germans partial satisfaction. This will probably now happen, principal Minister involved being Alibert3 and probably Peyrouton,4 Minister of the Interior. There is little doubt that Laval's return to favour is due to German pressure. It will probably lead to toning-down in very violent anti-Government campaign carried on latterly by Déat and others in Paris Press, and it may mean more practical turn being given to collaboration about which Government was considered to be observing recently reticent attitude following on British successes in North Africa and consequent increased importance in Mediterranean of French Fleet.
