Please find out from Secretary of State if Vatican would accept for period of war Chargé d'Affaires with personal rank of Minister Plenipotentiary. Taoiseach, because of our neutrality, cannot use usual forms of accreditation. He hopes Secretary of State will understand and help us out of difficulty. Please obtain this information urgently.
