The Minister for External Affairs presents his compliments to His Excellency the American Minister, and has the honour to acknowledge the receipt of His Excellency's Note of the 9th December1 enclosing the text of the joint resolution of Congress declaring that a state of war exists between the United States and the Imperial Government of Japan.
