Sir,
I am to ask your Excellency to inform the British Government that Professor Timothy SMIDDY, 1045 Munsey Building, Washington, is the duly appointed Agent of this Ministry for the purpose of studying the methods of public administration in the United States and looking after financial interests of the Government of the Irish Free State in that country.
I am further to ask your Excellency to request the British Government to make known Professor SMIDDY's position to the State Department and to the British Ambassador in Washington.
