INTERNATIONAL CIVIL AVIATION CONFERENCE, 1944:
Consideration was given to a memorandum dated 4th October, 1944,¹ and enclosure submitted by the Minister for Industry and Commerce regarding proposed participation in the International Civil Aviation Conference to take place in the United States beginning 1st November, 1944.

The proposals at (a) to (i) inclusive of paragraph 4 of the summary which accompanied the memorandum were approved. With regard to the proposal at (d) of paragraph 4 of the summary to declare forthwith the intention that the Shannon Airport should be a free port for air transport it was decided that no announcement to this effect should be made for the present.

In connection with paragraph 17 of the memorandum it was agreed that no commitment should be entered into, without further Government approval, for the participation of this country in airline operation either trans-Atlantic or connecting service beyond what had already been approved.
