BREGENZ, 21 April 1945

April 9th Most Germans and diplomats I have seen lately think that it is only a question of short time until situation envisaged my telegram 36 from Berne1 develops. A Russian attack on Berlin is also expected. I have not yet heard of Government or administration moving from Berlin en bloc. I think some of Foreign Office were in central German towns occupied last week. It is generally expected that this region will be occupied by Americans or French.

Endeavouring to obtain exit visa for next visit to Switzerland but communications with Berlin naturally getting worse.
