Extract from the minutes of a meeting of the Cabinet
'Instructions to Irish Delegates to Session of Assembly of Provisional International Civil Aviation Organisation, Montréal, May, 1946'

Dublin, 14 May 1946

Consideration was given to a memorandum dated 10th May, 1946, submitted by the Minister for Industry and Commerce, relative to instructions to the Irish Delegates to the session of the Assembly of the Provisional International Civil Aviation Organisation to be held at Montréal in May, 1946.1 It was agreed that ‑‑

  • the Irish delegation to the Assembly should be authorised to accept a multilateral agreement on air transport providing for the grant between contracting States of the 'Five Freedoms of the Air',2 if the general feeling of the Assembly was in favour of acceptance;
  • the Irish delegation should be directed to seek and accept the election of Ireland to a seat on the Interim Council;
  • the Irish delegation should be directed to be guided by the feeling of the Assembly in its attitude to the choice of a permanent location for the International Civil Aviation Organisation.
