On the 3rd instant Mr. Fay telephoned from London to say that he had had a ring from Mr. Belton informing him that Ireland had been elected to membership of the FAO by 24 votes to 2. As the ballot was secret it was impossible to say who voted against but it was certain that Poland did and probable that Czechoslovakia had done so. The Polish Delegate had, during the discussion preceding the voting, stated that Poland could not support our candidature as we had not diplomatic relations with her. The voting in regard to Portugal had been the same as in our case. Switzerland and Italy had been admitted unanimously.
