Extract from the minutes of a meeting of the Cabinet
'First Assembly of the International Civil Aviation Organisation: Directions to Irish Delegation'
(GC 4/253) (Item 6) (S13851)

Dublin, 29 April 1947

Following consideration of a memorandum dated 26th April, 1947, submitted by the Minister for Industry and Commerce, relative to the first Assembly of the International Civil Aviation Organisation, it was agreed that the Irish delegation to the Assembly should

  • (1) be instructed to oppose the exclusion of Spain from the Organisation;
  • (2) be directed to seek and accept the election of Ireland to a seat on the Council of the Organisation;
  • (3) be authorised to accept and sign a multilateral agreement on air transport providing for the exchange between contracting states of full rights of overflight, technical stop and commercial entry, if the general feeling of the Assembly is in favour of acceptance; and
  • (4) be authorised to sign the Conventions on
    • Legal status of the Aircraft Commander, and
    • Recordation of Title to Aircraft and Aircraft Mortgages,

if these conventions are accepted by a majority of the States attending the Assembly.
