Letter from Leo T. McCauley to Stephen Roche (Dublin)

With reference to your minute (69/7064) of the 2nd June, concerning certain Bretons who have arrived in this country, I am directed by the Minister for External Affairs to state that it would, in his view, be desirable to make it clear to these persons that their stay in Ireland is conditional on their refraining from all forms of political propaganda or agitation. He also feels that, so as to avoid the possibility of considerable numbers of Breton nationalists coming here because of the experience of those who have arrived to date, a development which might lead to complications in the relations between Ireland and France, it might be well to make it known that the Minister for Justice would not be prepared to extend in future permission to reside in the country to such persons arriving here clandestinely.
