Powers and Functions of the President (External Relations) Act, 1948

AN ACT TO CONFER ON THE PRESIDENT IN ACCORDANCE WITH ARTICLE 10 OF THE CONSTITUTION POWERS AND FUNCTIONS IN RELATION TO CERTAIN MATTERS IN THE DOMAIN OF EXTERNAL RELATIONS AND TO PROVIDE FOR OTHER MATTERS CONNECTED WITH THE MATTERS AFORESAID.
BE IT ENACTED BY THE OIREACHTAS AS FOLLOWS:

Definitions 1. In this Act -
the expression 'diplomatic representative' means a person appointed to be the head of a diplomatic mission, except a chargé d'affaires; the expression 'consular representative' means a person appointed to be a consular officer de carrière and the expression 'international agreement' means an international agreement or convention, other than an agreement or convention of a technical and administrative character, to which the State, as such, becomes a party.
Appointment of Diplomatic and Consular Representatives 2. The diplomatic and consular representatives ofIreland in other countries shall be appointed by the President on the advice of the Government.
Treaty-making Power 3. Every international agreement shall be concluded on behalf of Ireland by the President on the advice of the Government.
Repeal 4. The Executive Authority (External Relations) Act, 1936, (No. 56 of 1936) is hereby repealed.
Short Title 5. This Act may be cited as the Powers and Functions of the President (External Relations) Act, 1948.
