I have been requested by the Delegation here to ask you to be good enough to send

(1) instructions empowering them to take the necessary steps to have the Anglo-Irish Treaty registered;

(2) That the date of registration be left to our discretion as to whether it should be done immediately or left over until the Assembly adjourns;

(3) That a certified copy of the Treaty be sent us. We can supply the French translation.

This matter should be seen to immediately so that we may be prepared for any eventuality.

Most likely you have seen the article in the 'Times' stating that we are definitely submitting the dispute about the Boundary to the League. This is interesting and shows a certain amount of nervousness in view of the fact that no dispute or conflict has so far arisen on the matter between the two governments concerned. It may be advisable for some member of the government to have an interview published on the subject to the effect that it is hoped that the Boundary question would be settled amicably by the parties concerned without reference to any third party.
