Following consideration of a memorandum dated the 16th December, 1948,1 submitted by the Minister for External Affairs, it was decided that a contribution should be made towards the relief of refugees in Palestine by the purchase of oatmeal to such extent as the Minister might deem expedient within a limit of 500 tonnes at a price not exceeding £38 a tonne f.o.b.
