On the recommendation of the Taoiseach, it was decided to authorise the Minister for External Affairs to open discussions with representatives of the Government of the United States of America, with a view to such arrangements as might be found practicable for providing stocks of essential commodities derived from dollar sources and for maintaining supplies of such commodities during an emergency.
