Your letter of the 18th May1 with an enclosure relating to Herr Otto Strasser has been considered by my Minister2 who is of the opinion that if Strasser arrived for a private visit and undertook not to engage in political activities in public, he should not be refused leave to land.

If we were informed officially, however, that it is the view of the Minister for External Affairs that if Strasser were to be allowed to visit this country again under any circumstances it would be prejudicial to good relations with any particular State or States, (to be specified), the Minister for Justice will take steps to ensure that Strasser is not given permission to land; the Minister will only do so, however, on foot of a formal request on behalf of the Minister for External Affairs for a stated reason.
