Your note of the 4th came to hand only last evening.² The quickest line of communication is through the General Secretariat of the Ministry, or perhaps in your case, through R.[obert] B.[rennan] who is Under-Secretary for Foreign Affairs. In communicating with the other Ministers you should use the same channels. All communications with our representatives abroad should pass through R. B's office. The latter was appointed to his present post but very recently, still he will be able I think even now to give you all the information you require, as regards our organisation abroad.

Canada - I think I told you that there is a well organised Self Determination for Ireland League in Canada and Newfoundland, with elected national and provincial officers. The national President is Mr Lindsay Crawford and the vice presidents are the Presidents of the Provinces. I have asked for a full list of these from U.S. but haven't received them yet. Australia - I have several times asked whether the lady I sent there has been successful in landing. Communications with America are particularly slow just now, and I haven't received a reply.

B.[ob] B.[rennan] should get in touch with a Mr Meagher from Australia, who could give him the names of the more important people with whom we could correspond.

South Africa - At a recent Ministry meeting it was decided to send a Mission to that country. It is unfortunate, as you say that the time for bringing public opinion to bear on the Dominion representatives to the Imperial Conference is so short. We can only do our best to utilise to the full the time that remains. Berlin - We have just decided to start a propaganda Bureau there - camouflaged perhaps under a trade title - all necessary translations into German can be made at the Bureau.

P.S. If you could let me have, before Friday your general Propaganda estimate for, say, the next three months, it would help considerably.
