August 17th Confidential. Reference my confidential despatch 31st July Treaty for the Renunciation of War. His Majesty's Government in the Irish Free State have now decided that President Cosgrave will attend and sign on behalf of His Majesty's Government in the Irish Free State. I have the honour to request that the full power may be issued to President Cosgrave instead of to Mr. McGilligan and that the French Government may be notified of the change.

The international network of Editors of Diplomatic Documents was founded in 1988. Delegations from different parts of the world met for the first time in London in 1989.
