Secret and Personal - Minister is very anxious that Representative should arrive here on 24th June, but not before, for special reasons. Desires you should strongly urge that representative should be higher than Chargé d'Affaires. Would be prepared to wait till later date for arrival if higher rank is then accorded, but definite assurance should be given, which could be published on June 24th, that Representative with higher rank is being sent at later date. If you are unable to secure this, you should work for Chargé d'Affaires on 24th June and definite assurance, which could be published on June 24th, that rank of Representative will be raised within short period. Explanatory letter being posted tonight.
