Memorandum from Joseph P. Walshe to Patrick McGilligan (Dublin)

Dublin, 8 July 1929

League of Nations 

The Assembly begins September 2nd.

The subjects on the Agenda acquire their importance from their general and continuous interest rather than from anything connected with the circumstances of the present time. They will be as far away from assuming final shape at the end of this Assembly as they were last year.

The Assembly is, however, very important to us. The British Prime Minister1 is going to attend - and perhaps MacKenzie King. The question of formal adherence to the Optional Clause may arise. We may be able to pave the way for the Experts Conference. We must, in any case, continue our policy of taking a more prominent part each year.

It is suggested that, besides the Minister for External Affairs, one other Minister and the Attorney General should attend. The Assistant Secretary, Mr. Cremins and Miss Austin2 would form the Departmental end of the Delegation.
