Rome, 10 am, 12 July 1929

12th July. I had interview with Secretary of State this morning in which I urged arguments for Dublin Cardinal. He said consistory will not be until December. He referred to tradition that Red Hat goes to Armagh. I explained clearly position but am convinced real reason is one of personality. He said he fully understood views of my Government. I referred to Nuncio but he said Pope has not been able to consider matter yet but denied emphatically rumour that it is intended to put off consideration. Secretary of State going for cure next week. Ends.
