Bewley cables that Vatican now thinking of appointing Apostolic Delegate instead of diplomatic envoy because See of Armagh was not in Irish Free State. He protested strongly against proposal but it seems quite clear that definite action will now have to be taken to defeat intrigues. Announcement made 11th May about exchange of legations was equivalent to a formal agreement. Your immediate departure for Rome seems essential. Have seen only Vice-President so far. He thinks it essential you should go as issue of far greater importance than those for which you wish to return at once.
