When Sir Austen Chamberlain made a declaration before the League Council last week on the form of treaties to be negotiated in future under League auspices, he added, as I informed you in my letter No. M.L.03/0191,1 that he himself represented the British Empire on the Council. In the minutes of that Council meeting which are being forwarded you under separate cover, you will note that Sir Austen is made to say that he sits there 'as representative of Great Britain and the Dominions'. For some reason or other Sir Austen did not mention the Dominions at the Council meeting in this connection, although he left it to be implied that he represented them, but the minutes which were written according to the arranged plan leave no shadow of doubt as to what he meant.
