I am strongly of opinion that views expressed in McElligott's cable to Codling1 should be fully considered by Executive Council before decision made in matter dealt with.

1 Not printed. Cablegram from J.J. McElligott to Arthur Codling (Assistant Secretary, Department of Finance) (27 July 1932), recommending that the suggestion to realise Irish Free State securities should not be proceeded with. The seizure of Irish holdings by the British Government was deemed to be unlikely by McElligott.
